Second request for info: red banded sea gull

Every morning a ring billed gull with red leg bands and two wing bands appears at the duck feeding session. I can find nothing on line regarding this. Any one have any information on a banding program using red wing and leg bands?

The bird never lands as do the othre sea gulls but picks the food from the water while maintaining flight.
