From Florida RBA:
3/14/10--Surfbird, Levy County. Observer: Bob Wallace. Directions (per Bob Wallace): only reachable by very shallow draft skiff or kayak. On a rising tide (not falling, it will be too low for anything but a kayak), you can put in at Shell Mound. Otherwise you have to put in at Cedar Key ramp, and motor around to the west side of the island and run north for 4-5 miles, past #4 channel and Derrick Key.
If you draw a line from the fishing pier at Shell Mound, southwest to Derrick Key (you can see a small island with some mangroves and a mound of white sand 4' above the water level), the spot where the Surfbird was roosting was the southern most beach/oysterbar/outer edge of the salt marsh, with noticeable white sand and a large dead log/stump on top of the highest point. However, there are many other similar spots where the tops of oysterbars are exposed at high tide, so you may need to explore beyond this point. Dont go on a falling tide, as the birds spread out all over feeding on the mudflats.
GPS 29.12'00.00" N 83.04'47.45W (from Google Earth).
Shame on you Toe for not posting this after Bob contacted you.
