I agree with RJ's analysis of the dog situation at Matheson, especially the western side. Trying to bird there towards dusk is an exercise in frustration, in fending off loose dogs, friendly, and not.
On the other hand, I have birded there twice just after sunrise, and, basically had the place to myself, for about an hour, anyway.
The birding was also great in this quiet environment.
I know this doesen't address the real problem, but, it certainly makes the birding more rewarding.
