Banded sea gull

At morning feeding time at Hoechoka Hammock a ring-billed seagull dropped in with a lot of color. A red band on the right leg as well as red bands on leading edge of both wings.

Any idea where this little guy is from?

Sorry, no pictures the weather was , ah, inclement!
