My vote, especially if you want good looks, would be right outside Loxahatchee NWR, along Rt. 441. On my last trip down, in November, several individuals frequented the wires along and around 441. I don't have confidence in that approach in the spring, as they may have nests to tend to. Perhaps someone will have current information by the time you get there.
