You did mean to say red-tailed and not red-shouldered?
I watched the bird in flight and saw no evidence of a red tailed, dark, pale, or otherwise. It wheeled in the wind repeatedly (25-35mph) and never flashed the prominent red tail of that species.
It showed an inclination to soar-float-fly from one fence post to another 4 or 5 away and stared at the ground.
