The gull has been picked up and taken to a vet.
It has a compound fracture of one wing of questionable etiology. It is quite moribund and the panting described is consistent with pneumonia, or a collapsed lung as well. It may have been attacked by a predator. The folks in Georgia have really become attached to this bird.
It's sad.
