The Red-footed Booby was released over two months ago, is not being contained, can and does feed on it's own (though it would rather beg), and roosts on the spoil island to the south. This, under most or all of the birding communities interpretation of the ABA rules, decided the bird ABA countable. See several posts from mid to late December.
I ticked it. Would most of us rather see one in the Dry Tortugas? Probably.
