Once I got home I did a little research and found the variation in size of Double Crested Cormorant is about 25%.
So it is possible the two birds we saw flyby were one from each extreme.
We just didn't see enough for a positive ID.
We should keep looking though and not ignore all the cormorants we pass by during a day of birding.
