They are probably the contractor hired to do the C-111 Spreader Canal component for CERP. They might be a sub-contractor, I'm not really sure. If they are the ones that put the gate, then you have a private company closing off a public road, and denying access to public lands. That may not be legal without a long process involving public input. Just FYI.
