Um, there's a minimal and statistically insignificant number of permits being given out and, oh yeah, Peregrine's wouldn't exist in North America east of the Mississippi without falconry birds. I can't see how it's a bad thing to keep the knowledge and knowhow of how to breed and care for these birds alive in practical and hands-on way.
The real tragedy regarding birds of prey in Florida is that the state has stopped funding the Florida Keys Raptor Migration Project, which was a dirt-cheap way to monitor the population numbers of the raptors that migrate through the state.
