This is a Clapper Rail.
The bill is typical of Clapper, at least on the east coast.
Although average tail length differs by a bit, it is not useful for ID as there is pretty much complete overlap. The east coast races of clapper range from 55-70mm, king from 56-72.5mm (Birds of North America).
The plumage is classic Clapper Rail, as detailed in Paul's post.
