Compilers of county lists usually don't distinguish between records and reports. Sabine's Gull is not an FOSRC-review species, but since your report is the first for Miami-Dade County, then you should send the details you posted to the Bird Board to John Boyd for inclusion in the FOS Field Observations Committee report.
