I just received this through my work mail...unfortunately birders fit the description in several of these "terrorist watchout situation". Just thought I'd pass it on so everyone can keep out of trouble!

As a result of the terrorist attacks on 9/11, it has become imperative that all Government employees remain alert for the signs of possible terrorist and or criminal surveillance. Remaining visible and vigilant are two important factors in deterring terrorist and criminal attacks. The following information is was received from the NER and is designed to assist you in that effort.

Surveillance Indicators

· Unusual use of a video/camera and or high magnification lenses
· Use of night vision devices
· Maps, photos or diagrams highlighted
· Notes regarding infrastructure or listing of facility personnel
· Repeated parking, standing or loitering with no reasonable explanation
· Noted pattern of false alarms
· Theft of ID cards or license plates
· Damage to perimeter fences or gates
· Unusual questions about facility or personnel information
· Individuals sitting in a parked car for an extended period of time
· Individuals asking questions about security or operations
· Individuals who exhibit unusual behavior, such as staring or quickly looking away from individuals or vehicles as they enter or leaver facilities or parking areas
· Suspicious packages or vehicles
· So not discount the prospect of females or children being used to collect information
· Ask yourself “is this normal?”, “What’s out of the ordinary?”
· Go with your instinct. If it feels wrong it probably is.

UNDER NO CIRCUMSTANCES, ATTEMPT TO CONFRONT SUSPICIOUS INDIVIDUALS. IMMEDIATELY CONTACT LAW ENFORCEMENT…
