Need Hawk ID help

Gorgeous and VERY vocal hawk seen in Delray, high in a pine tree. Classic chunky shape, grayish above, rosy breast (possibly banded), shortish banded dark tail, no obvious facial markings, but HUGE area of fluffy white and reddish feathers under tail area, around backs of legs. I have never seen anything like it! It looked like a costume, where the bird was wearing a bustle of downy feathers. They were mainly white but on either side the feathers were rufous - and fluffy, not matted or straggly.

Sounded just like a Coopers fussing call - loud and constant. The light wasn't the best to pick out any more details, and of course by the time I got my camera, it was gone. Maybe a freak or immature? Would really appreciate any input ;)
