The web site I maintain, BirdPhotos.com, uses naming based on the International Ornithological Congress. I don't know how this relates to the AOU. But I found this on the AOC web site.

2007-A-3: Adoption of IOC guidelines on English names - FAILED

At WorldBirdNmaes.org is a project in conjunction with the IOC to standarize English names for all of the world's birds, as well as to follow all of the taxonomical changes of the IOC. I spend a ton of time changing simple things like Fruit-Dove to Fruit Dove, and also moving birds between new orders and families between IOC releases. For example in IOC 2.0 about 8 new orders were created. Sunbitterns, Bustards, and Hornbills, for example, all got put in new orders.

Anyway, trying to tie this to our birds, the only thing that comes to mind is IOC calls the Black-bellied Plover the Grey Plover.
