I've seen/photographed 14 flamingos flying over Biscayne Bay just south of the 79th st. causeway (JFK) (Jan '07) and also seen flocks/groups of 5 - 57 flamingoes in Evergaldes National Park on three occassions during the months of July (06), January and February (09).
I believe they are all wild birds and that some may even linger in the remote reaches of FL Bay / ENP year round. I think I've posted images from several of these sightings on here before.
