Since no local answered your query, I'll jump in.
Your bird is a Red-shouldered Hawk, perhaps a juvenile attaining adult plumage.
The barring on the breast rules out any plumage of Red-tailed Hawk, and the black-and-white-checkered primaries and secondaries -- along with the few rusty shoulder feathers visible -- rule out Broad-winged.
