No parrot fits that description exactly, but have you considered Green Conure/Parrot? The painting in Forshaw's book doesn't show the red flecks this species can show. Here's the description for the bird in Juniper and Parr:
"Crown, forehead and lores green tinged olive, cheeks brighter green; sometimes scattered orange-red feathers on throat, cheeks, neck and nape..."
Hope this provides some sort of lead on your Cocoa parrots.
