The Gull is probably part of a study, researchers will dye the birds which makes them easier to pick out in a crowd. The color dye comes off over time. If the bird was only banded, it could be nearly impossible to see if the bird is on the water or in a tight group of hundreds to thousands of other gulls. There are reports of such Gulls every year and the majority of them end up being a part of a scientific study. Hope this helps.
