Wellington Snail Kite

Yesterday, while doing the Palm Beach County bird count in the general West Boynton Beach-Hypoluxo-Wellington-Lake Worth area, we spotted this juvenile Snail Kite very nearby on a wire. Upon examining the photo, it appears that the bird's wings have been partially clipped and it seems to be wearing some sort of device on its legs. Would anyone have any information or ideas about this?
