CBC Question

Since I relinquished the job of compiler for the Ft. Myers CBC this year, which, BTW, was held on December 15th, I'm somewhat "out of the loop" with regard to this year's guidelines. One thing that we were told by the current compilers is that the "official" daylight hours for doing the CBC are from 8:00AM to 4:30PM. Since there are approximately 11 hours (7AM-6PM) of daylight here in South Florida at this time of the year, this is significant. In fact, a few teams did not finish canvassing their areas given the new restrictions. My question is, does anyone know if a) the "new" hours are merely guidelines or is it that NAS is trying to standardize the number of hours for all CBCs throughout North America? and b) since the number of daylight hours here in South Florida is necessarily longer than those "Up North", wouldn't the new hours effect our totals for CBCs down here? Lastly, I'll all I'll say about this year's Ft. Myers CBC is that we had something like 265+ Burrowing Owls in Cape Coral which is a significantly higher total than in any previous years and will undoubtedly be the highest total in Florida if not North America. When I get the "official" results from the compilers, I'll post them here.
