Hawk question

Last winter me and my dad saw a hawk or falcon at about 250 feet in the air. The hawk or falcon went really fast with its wings tucked in to a mourning dove kill in a medium size tree. Unfortunetely the hawk or falcon did not catch. The mourning dove escaped. I don't remember nothing of the colors of the bird. The only thing I remember is the it was the size of a peregrine falcon. My question is, do peregrine falcon only hunt birds flying or perched in a tree. I thought of the peregrine falcon because it flew very fast downward. Thankyou. Great birding!
