Blue-eyed Hawk

Does anyone have an idea about this hawk, or, if he can't be ID-ed, about the blue eyes? Maybe he is visiting from Germany. Just kidding about that. This is from a few weeks ago on the Dry Tortugas. The hawk seemed slightly injured; he would often sit with a wing outstretched or positioned strangely, but could fly fine.
