Brown Boobies have been seen regularly at Fowey Rocks light off Key Biscayne and along the reef for a few years. Your bird could be a Brown Booby. Masked Booby breed on the Dry Tortugas, but are rarely seen along the east coast. Send me the photo via email and I'll be happy to take a look.
