That sure is dead. Dead babys are expected every year. It either fell out or a larger , older sibling pushed it out so it would have a better chance of being fed. The Yellow-chevroned Parakeet and the White-winged Parakeet used to the same species: the Canary-winged Parakeet. A couple years ago, the birds were split into two species. There is no longer a Canary-winged Parakeet, but that is good since now you can count two species of bird for your lifelist.
