hi, one idea is whether authorities would accept emails from out of staters, since a lot of non-Floridians monitor the goings-on in your area. i for one love all animals, but no cat should be left outdoors. i love a.d. barnes park, but last time i was there i was sickened by some nice-looking, well-fed cats stalking the few birds there. so, how about collecting input from birding tourists on this subject -- sorta like a signed petition? we tend to spend a lot of bucks in your area, and maybe that would help convince authorities to put an end to the catch-and-release problem. catch-and-adopt would be better for birds and cats. thanks for getting something done. -ken
