It best resembles an Indian Ring Necked Parakeet P. krameri ssp)((blue mutation) although the bill is the wrong color and it is missing the ring.
Of course it is a plastic mutation so these variations are acceptable.

And BTW, Spudz much prefers the nickname "spectacled" that he was given as a youngster when his Spectacles were much more prominent than his white front (that only became more pronounced as he matured)but hey, he has been a youngster for 20+ years in case that little girl Amazona Albifrons asks.
He also thinks that the Monk Parakeets/Quaker Parrots in the yard should just admit they are Noisy Pests and be done with it.
