if you are in broward county you might try flamingo road just north of flamingo gardens. the last couple of times i've driven by there i've seen up to 4 swallow-tailed kites flying over the nursery immediately north of flamingo gardens on the same side of the road (east). there is an access road parallel to flamingo road where you can stop and if you are lucky they will fly right overhead.
