Based on the picture Mark sent me it is a first cycle bird with a worn/bleached plumage and a black eye; 2nd cycle has a yellow or pale eye.
The relatively stout and brightly bicolored bill plus a short wing projection eliminate Iceland (kumliens) Gull.
