You should check posts about these kites from the past. They can be seen casually in some neighborhoods, and a good place I've seen them is in Oleta State Recreation area in North Dade. I see them every time I go there. They are also seen in Pembroke Pines in some wetlands near C.B. Smaith Park sometimes, too. That area is just north of the Dade/Broward line. Also try Flamingo Road. They have been spotted there recently. Directions there are in previous posts. Good luck.
