You were badlucky if you didn't see any Skimmers or Oystercatchers at Fort de Soto.
I went there quite often in January and I could see both of them every time. In the morning, they were more on the strip of sand that I scanned from the Arrowhead Picnic Area. In the afternoon, Skimmers and one or two Oystercatchers could be seen resting on the North Beach.
