Most likely a juvenile red sholder. Due to the number of bars on the tail and darker markings on the under side while in flight. A rough legged is lighter underside and no bars on the tail. Im sure its not a rough-legged. But could be wrong on the red sholder. But everything i have found in pics show juvenile red sholder.
