Focal length is the distance the light travels from the first reflective or refractive surface to the point at which it come to focus.

Everything else is relative...

The important part is the Focal Ratio (f stop)
This quantifies the amount of light allowed to pass to the focal point. The lower the Focal Ratio the better your detail should be with good optics.
