Regarding how it got a vulture - on the day of the LPK CBC (Jan 2), I overheard some visitors at LPK picnic area saying there was a vulture that was injured and they were going to get a ranger. It DOES seem like a healthy vulture would be a rather difficult (at least unusual) kill for an eagle - but maybe the eagle scavenged a dead vulture or attacked a very weak and injured one.
