Swainson's hawk?

I was getting ready to head out to the TOEway this morning when I thoughtI would try to get a few shots of the RTHs on the deck.
We are up to four now including a full adult male and the little tailless one.
As I was waiting for the hummers to come back, a kettle of TVs flew over the house bringing along this guy.
Is it a young Swainson's hawk?

BTW the harriers have been awesome out at the Toeway.
I was there and shared the company of John and Terry on Saturday as we observed the E. Wigeon and other birds.
A flyover dark morph short tail hawk was nice too.
On Sunday, I headed back out there for more Harrier opps and never did see the Wigeon (none of them) but did have two male greenwing teals for color. There was an awesome male and immature harrier fight that I was lucky enough to witness, but otherwise the number of birds was greatly reduced.
I met new Tas'ers Rick and Nancy out there and they mentioned seeing a scissortail flycatcher in the area the week before.
I have been searching Larry's Scissortail neighborhood to no avail as the those rotten "L"word developers are building houses on the field. Maybe we will have to keep our eyes open by the TOEway...
