I'm not sure what your sources are, but they're probably old and out-dated -- or they're recent but didn't pick the most knowledgeable people to produce the book.

For the past couple decades, Royal Terns have been regular (non-breeding) visitors in central Florida to the Polk County phosphate mines, Lake Apopka, and probably other water bodies far inland.

At least four recent North American field guides show Royal Terns occurring inland in central Florida -- the final Peterson east, the Sibley easte (NOT the "big" Sibley), the 5th edition of the National Geographic guide, and the "Complete" Geographic guide (not really a field guide).
