Your bird is a Red Knot; note the short, chunky, wholly black bill, the wingtips are of roughly equal length as the tail, and the barred uppertail coverts. White-rumped Sandpipers are rare during fall (we usually see them only May-June), they have a proportionately thinner bill with a pale base to the lower mandible, their wingtips extend well beyond the tail tip, and they have white uppertail coverts.
There's also quite a size difference; knots are roughly half-again larger than White-rumpeds.
