If it was longer and like terry cloth, so that when the cat was crouched down and trying to creep up on a bird, so that the cat was walking on it and thus pulling it's head down with its body weight, and pishing the cat off to discourage it... okay maybe.
You could make it at home from an old dish cloth :)
But how do you get the feral cats to buy it or even wear it??
