Yes, Virginia ( oops Larry) eye color and lack of a tuft rule out adult Tufted. But my Europe and north east experience is even immature Tufted duck males have a small tuft. The bill looks Tufted not Ring Neck. My guess is hybrid Tufted/Greater Scaup. Lesser Scaup would show more triangular head shape. Head shape and eye color, look Greater Scaup.Bill and body Tufted duck. Photo is Northern Europe
