My guess is an escaped pet or zoo bird if the id is correct. The b-t magpie jay is native to the Pacific slope of Mexico from Sonora to Jalisco and Colima states. Probably unlikely to have gotten to Florida on its own. Since it's building a nest, it makes one wonder if there are more in the area.
