burrowing owls harrassed in Pembroke PInes

I just read a story on the Channel 10 website about a development in Pembroke Pines where workers were hitting the owls with shovels because the owls were digging up sprinkler heads.
Luckily Fish and Game were called in to tape off the area where the owls are nesting. I wonder if the workers will be fined or prosecuted?
Anyone know anymore about this story? How sad,seems that people can't even respect wildlife anymore.
