All:

I was finally able to make contact with the owner of the property and the photographer of this bird. The photo was taken on January 2nd and since the property owner didn't know who to tell about this bird, it took this long for info about it to surface. Here is what the property owner, Susan Hooten told me:

Although I often stand at the blind we have on our back screen door for some hours and stare out the little hole, often with the camera aimed, the one and only time the bluebird has appeared to me or anyone else here, was the time when I snapped its photo! I was watching thru the hole with one eye and had my other eye on the camera, when I saw a blue movement that I thought to be an unusual bird I had not seen before. The feeder is hanging on a flexible branch, so it was bouncing up and down, and I was caught off guard and had not planned on snapping a photo, so I was probably also bouncing. It is a miracle I even got the shot at all. I have a sloooooooooow digital camera, no high speed shutter or anything fancy. It is our guess he was just passing through. It is unlikely that you would see him if you came here.

So it would appear that this bird was a "one day wonder", whatever its identity turns out to be. Thanks to all of those folks who chimed in with an opinion about what they thought the bird might be. No definitive answer to this puzzling bird has been given as far as I'm concerned. It could possibly be an exotic but it could possibly be a Mountain Bluebird, especially if the "red legs" are an artifact of a bad camera shot or bad lighting, etc. I don't however, think that the bird is a fake. . . .
