Quick Summary:
Kiting = very bad for Broad-winged
Broad-winged tail pattern = very bad for Short-tailed
There's no good third option.
There's some question whether the tail pattern is really a Broad-winged tail pattern. It is not clearly so in the photo and although it gave that impression in person, I really needed a better look to be sure.
