I've seen them over twelve miles inland in Broward County with no unusual weather conditions. However, they are much more common at J.U. Lloyd State Park than they are at Flamingo and I can't recall ever seeing one at Snake Bight.
My favorite sighting during the count was a White-tailed Kite hovering in perfect lighting over a clump of cattails about seventy five yards from me and kiting down into it twice before moving off to the west. This was at about 9:15 AM near the southwest corner of Research Road just west of the road.
