As far as I know, every county in Florida has a leash law, and these laws pertain to all pets (especially cats). You are within your rights to trap or have rapped any nuisance animal on your property. Send it to the humans society, then call your neighbor. After they pay the $50 fee and the $200 or so in fines, they might be more willing to listen to solutions.
Personally speaking (I am a veterinarian) this is a HUGE issue for me. These cats are much more likely to get severely sick or mortally injured, and many time the owners of these animals are not prepared for the cost of caring for their pets (read as: euthanasia).
