I agree with Brian. According to my new Hawk guide "Hawks from every Angle" by Jerry Liguori it does appear to be a Female Cooper's.
I bought this book to help me with my never ending confusion trying to I.D. these creatures.
The book was published last year and has a lot of good photos and info.
