Hi Patty,
The image is so small that a positive ID may not be possible, but my guess is a juvenile mannikin/munia.
The bird seems to not be an Eastern Bluebird, Northern Wheatear, Indigo Bunting -- or any other native species? -- by posture and some plumage details.
