They winter at Crandon, and there should be some there already. I counted 42 on December 7th, 2004. I prefer low tide, but some would argue that high tide is better because all the birds are up on the beach. I guess that depends on whether the beach is full of beach-goers or not. Go early on a cloudy day just in case.
