Other than laws against trespassing, I'm not aware of anything that would make it illegal to capture any exotic bird in Florida. I doubt that a "bird sanctuary" designation -- used by some municipalities -- would protect an exotic, since as Steve mentioned, exotics ar not protected under the International Migratory Bird Treaty Act. In fact, populations of some exotic birds are openly controlled, Mute Swans in the Northeast being a good example.
